dc.description	Planning must be understood as a tool used to transform the reality of an organization and, therefore, its target population. To fully apply this concept, it is necessary to understand the basics of planning, that is, the types and levels that exist and the different possible implementation methodologies. Costa Rica has a National Planning System regulated by Law No. 5525. This establishes the mechanisms for building capacity in institutions that allow them to apply official planning instruments in our country.	es
dc.description.abstract	La planificación debe entenderse como un instrumento utilizado para transformar la realidad de una organización y, por ende, de su población objetivo. Para lograr que este concepto se aplique a plenitud, es necesario entender el ABC de la planificación, es decir, qué tipos y niveles existen y las diferentes metodologías posibles de implementación. En Costa Rica existe un Sistema Nacional de Planificación normado por la Ley N°5525. En este se establecen los mecanismos para generar capacidades en las instituciones que les permitan aplicar los instrumentos de planificación oficiales en nuestro país.	es
