Los orígenes del Estado son tan antiguos en la historia del hombre y su evolución es resultado del actuar del hombre. Ante esto, todo gobierno debería tener como objetivos primordiales la libertad del individuo y el bienestar social y, por lo tanto, el Estado debe fungir como intermediario en el accionar de los mercados para alcanzar esos objetivos.
